Lake Ninovan is privately owned by the Ninovan Ski Club and managed to promote the sport of waterskiing and other towed watersports. The club maintains the lake and club property for general access by its members and authorized users.

Membership in the Ninovan Homeowners Association is provided to all property owners in the Ninovan Lake Estates Subdivision. Membership provides for use of the common property of the subdivision. The association manages the common property.
